From reports I've read of the 3-Gorges Dam lately... China may have nuclear weapons, but they will have little else.
One amazing thing about hydro-electric dams built in flood-prone silt-laden river valleys... is that they tend to silt in rather quickly. Each year that goes by, there is less retention, less ability to control floods, less efficient energy production and more damage to the turbines. Eventually, the dam becomes non-viable as a power generation dam or as flood control.
