It's referring in general, any inmates that are pretrial await at that particular facility/cell block.

Then usually will go to another facility to await sentencing.

I did a year in a regional jail about 15 years ago that also held federal inmates awaiting trial and/or sentencing for Richmond and learned more than I cared to know about the legal system lol.

I'd heard Malvo of DC Sniper fame was in there a time during my time. Isolated of course, never saw him.
