Is there an actual source on this? All I hear is some guy saying he heard an unnamed county held back its votes. Not questioning it but what I'm hearing is very vague.

I remember a stream I was watching the streamer was complaining about votes somewhere not coming in as fast as they should in a county.

I don't want to rewatch the stream...

Not that old, not hard to find. At some point RM was getting irritated waiting for a county to finish. Not sure if that was it.
