The laws of physics demonstrate that an object at rest will stay at rest until acted upon by another force. Any ideas of what might be this other force causing the sheriff to create this smokescreen?
They need to control the narrative. They need to pretend they did investigate, and they did find fraud, but it was only a few small instances. They need to play in their courts.
