How about non government agencies acting as government agents enforcing law?

There is a u.s. code that forbids any person or entity from enforcing any government law, rule, regulation etc. The fine is a million per person doing it and 100 million for an entity.

If the government makes you an official agent then you may be covered. Otherwise it's fucking illegal as hell.
