That was my interpretation. FBI Glowies "dropped" the diary on PV, thinking " he's a dumb kid - he'll run with the story." Instead, he likely made copies but sat on the story until it could be verified.
When he figured it was unverifiable, he walked away from the story - and his office got raided.
Also: I'm an attorney in NYC. I'm not saying it doesn't exist - but I have never seen that type of language in a subpoena. "We are asking you to voluntarily never talk about this subpoena" Frighteningly suspect there.
