Good question. I think it's very possible it was changed. Also, I keep wondering about why we don't hear constantly how much vaccine they are making. We had daily announcements of how many doses were manufactured from Trump. Are they talking at all about how and where and when it's made???

Good point! We don’t know, we don’t know what was approved. But we must assume Trump just got paperwork - a summary, it is obscene for us to think he was in a lab coat and knows much about vax, therefore he relied on advisors. The expectation that Trump was Omnipotent’s bound to disappoint. I can only pray he was hoodwinked or bait and switched. But we may never know for sure.
