It is possible to make balloons in almost any shape. Obviously NASA would know people would zoom in on it. Have you never seen a children's bouncy castle inflatable at a birthday party?

Look at project Echo that I linked above. They put up a balloon and bounced a signal off it to allow for further communication.

Yeah, and? Balloons will go up into space anyway, and will sink back into orbit when they run out of helium.
