I watched a video that purported that the Secret Service was in on it as well. His driver slowed down once on Dealy plaza and may have shot him as well to Insure the kill. While I'm not sure of the last part, I Do believe the driver slowed the car down sufficiently enough to allow the Real snipers an easier kill shot.
