Me and my friends use to climb those for fun. We were good enough to climb one in under 5 seconds. I hope they stack them with the top one over hanging slightly
If you stack them two or three high, and right up against the soft muddy water of the river edge - you are going to stop the flow of the majority of people. Yes, young, strong, agile people can scale it, but most regular people won't.\
It is far better than nothing.
You are right, the point of a wall isn't to make it impenetrable, but to discourage, and to slow down. (hopefully long enough for agents to get there.)
How about stacking them flush? 3-4 high sounds like a tougher challenge.
Now, if you took sheet metal and welded the cracks flat and got rid of those cracks now we are talkin!
How about just coating them with Vaseline or oil? I dunno. This is a good start regardless. Interesting about climbing them though. I used to love climbing onto school buildings, if I lived near container yards probably would've tried it like you. The overhang sounds simplest.
The issue with stacking that I came across is that there is a nice gab between them, enough to get your shoe into it. so if you can climb one you can climb all. you can grip the corner (there is a small gap between each container) and climb up pretty fast, and get your foot into the horizontal cracks. it's actually pretty fun to do. The challenge is much much harder (I couldn't do it) if the containers overhung even an inch.
