I think it’s good practice for any event to have an emergency action plan. But the specific code they use, in this case, is strange.

Smurf is a common EMS slang for “respiratory arrest”. We also usually assumed most respiratory arrests at a large concert were self inflicted ODs.

EMS people have an odd sense of humor.
