This is kind of old news frankly. This was the political football leading up to the Paris 2015 climate conference. At issue was what was called 'the Pause' - a period since 1998 where the error bars of the global average surface temperature measurements all included a 0.0 trend line, meaning there was no net warming.
For context, it has been shown that El Niño events typically cause a warm spike in the surface temp. measurements, whereas the corresponding La Niña events cause cooling. There seems to be a cycle of ~16-20 years between major El Niño events where the temperature will spike high and then zero trend lines will follow until the next big spike. This has lead to a step-wise hypothesis about warming. It has it's flaws in that climate is by definition a 30-year running average, so these 20-year cycles have to be averaged into a longer time frame. Real scientists debate these things, and I'll not bore you with more details. Suffice it to say, the explanation remains uncertain. The Earth is a very complex system.
However, since the issue became a political football, Barry Soetoro wanted to go into the Paris negotiation with a talking point, so NASA's GISS did some statistical trickery and released one of their lovely hockey stick graphics complete with the whole world shown in red scale to make it look like the world was on fire a month before the conference. Naturally, the propagandists dutifully used it to scare the crap out of people and hype the "warmest year EVAR!" line. Meanwhile real scientists pointed out they had effectively removed the heat wave and dust bowl of the 1930s and rewrote the previous 15 years' history to get rid of 'the Pause'. It was data tampering at its worst, but it served it's purpose.
That someone's reporting on the fraud is interesting, but frankly, I don't think it matters. Glascow's current conference is moving towards global communism, and I don't think they'd ever allow AP to let this story go if they thought their power grab was still in question. We knew the truth in 2009 when the Climategate emails came to light. They're still faking the data (in many areas of science, frankly - vaccine efficacy, COVID infection and mortality rates, the "wage gap", wholesale election rigging, and a hundred other things).
