Here's the difference, however:
Cabal: uses (abuses) psychology to manipulate, confuse, distract, undermine the target's sense of awareness, understanding, clarity of thinking, rational thinking, use of logic, or balance with healthy productive emotions, for the purpose of brainwashing, controlling and essentially causing degradation in the moral fibre of the target.
God (white hats, forces for good): use psychology to empower, uplift, liberate, inform, activate the target's potential for good, for productive and helpful action, for the purpose of activating the target's higher self and more aligned nature (aligned with the Creator or with health).
That's psychological warfare in a nutshell.
Telling people they are cowards is NOT really great psychology. Not "you are bad", but rather "you're actions are bad". Identification with a negative identity is not really a healthy way to go.
This meme doesn't really give people an out. It simply judges them, tells them that they are crap ("coward"). That drives the negative identification of the Cabal further, and make escape from it harder.
It will be promoted and indulged in by those "in the right" because it gives them the satisfaction of telling others "they are cowards". Once again, it leads others to indulge in a fundamentally negative, destructive mindset. With that heart, or thinking, how on EARTH do we escape the Cabal? Don;t we yet understand what the Cabal really is? How evil works and lays claim to human beings?

It's not a good thing to follow unjust laws. Rather, by disobedience to unjust laws, we make the world better, and become agents for positive change.
Be that person. Don't "obey". Make the hard choice."
Calling someone a coward is only going to motivate them to change direction maybe less than 10% of the time. You may feel satisfied, because you have "called them out", but does it help them? (less than 10% of the time)
Psychological warfare can be used for good, but the methodology, purpose and intent are diametrically opposed to that of evil.
