Any event that has 50 to 100k people doing drugs and drinking all day is likely to have some casualties whether hospitalizations or deaths. Referring to someone as a smurf is a code to keep people from panicking yet also tell first responders there is an emergency.
Police use codes, military uses codes. It's just an easy way to communicate without people worrying. Smurf is an interesting word choice but I actually would not read to deep into this one. Every event has something similar.
I was a zero operator for GTE in 1990 and we had to use codes for several things. One time someone called to report someone killing his friend (if I remember correctly he was being stabbed) and pleading for help. I got chewed out by police dept. when I connected him to 911 and I said what was actually happening rather than using codes.
