I think they're referring to the fact that he was 17 and carrying a rifle. I'm not sure the actual law on that other than one had to be 18 to PURCHASE a rifle.

You're right though - I was just trying to think of gun laws that apply to my state, I don't know anything about Wisconsin (other than cheese).
