This is Richard Grenell, who was Trump's acting Director of National Intelligence, making a statement to the media of Kosovo and Serbia. To my knowledge it is unprecedented for someone from a prior administration to do something like this.

Basically expressed disappointment in the Biden admin for failing to maintain the peace agreements and economic initiatives Trump set up in the region.
