I goes all the way back to Hoover.. back in the day Congressman McKeller refused to fund him.. wish he could have sustained the momentum on that... but the crime wave hitting the us in the 30s got played by the DS perfectly and the money and charter came... fear .. a weapon used ad nuasuem by the cabal..
