That just means our past would be set in stone, but they could still arrive now or in the future.

So if a time traveler went back and killed everyone involved with the creation of the cabal, that would start a new time line were everything we are expecting now wouldnt exist but we would still be experiencing it on our time line, because the time travelers line is now a parallel reality.
