While I agree, the courts still have a few good people left. If you see what power this law gives you, you don't need a lawyer to file nor do you have to worry about being stonewalled by any Attorney General. The burden of proof rests with the accused.
It doesn't work because the judicial branch is broken and corrupt.
Its like jury nullification, its on the books, but good luck making it stick.
