Alcoholics are "attracted" to alcohol...

Drug addicts are "attracted" to drugs...

The battles they face not "acting" on their "attractions" is a monster battle that most lose on occasion. So saying that a "minor attracted person" will NEVER act on their "attraction" is a full-on steaming pile of horseshit....
