My read is that the whole BBB being torn apart was part of this. Manchin and Killary are thick as thieves, and he is holding back the bill to make Pelosi a failure so that when the infighting begins, Killary has a leverage. In the process the progressive "squad" will take a torch to the rest of the Dems when they realise they have been cheated and then its every xir for xirself.
