All rules for them to operate a propaganda campaign in n TV, when broadcast airwaves for television were put in place.

Editing time outs...for cursing... block via 8 sec edit and pics they may not want released that could cause panic like capturing a UFO landing etc. Ways to stop panic from things being released.... They could block it. Just rules to operate propaganda.
