Tools Down is a uniquely Australian phrase that essentially means do nothing and pretend your not doing nothing. This was how the convicts made changes without getting killed they did nothing, they became unmanageable or really fucking slow.

Tools down as a tactic is often used when protests are banned or called a mass sickie (calling in sick), to protest. It’s highly effective.
