We had a spy falsifying metallurgy result on sub hulls. I bet the sub that hit an unknown mountain under water probably had some other hull problem.
Metallurgical uncertainty is a much better reason to stand down the entire fleet simultaneously. Whatever their reason is, it's hardware not just one guy bad at his job.
Not just one guy, I've done limited work for the military during my working years and one guy can't just be bad at his job. I was doing work for the original star wars program during the Reagan years and the Navy had people up my ass triple checking things. I was building proto-type printed circuit boards used for targeting things through the atmosphere, not subs. It would need to be a much broader conspiracy I would think.
