I think we should just assume body doubles until proven otherwise. Clones just make an unprecedented moral issue of whether or not you should execute a clone for the crimes the original copy committed assuming that copy has the same thoughts and feelings. It also creates a problem of who knows if the clones don't just get executed if there are ever public executions and the original people just go into hiding?
