I read the article and it said that the sheriff sent the Racine DA his recommended charges against the election commission.

I'm not well versed in legal terms but to me it reads like he didn't actually bring any charges against those people himself but sent his thoughts on what the charges should be to this other DA who would decide what, if anything, would be done.

Could someone who knows about this stuff do me a solid and clarify the matter?
