I believe that is a suicide vest. When you go to jail and claim to want to kill yourself or they think you may want to hurt yourself they take everything from you. Clothes blankets your get nothing not even a blanket. I am speaking from my own experiance in county. I was never suicidal but witnessed many

I've worked prisons and jails for 16 years. It is 100% a suicide watch smock.
