It's your own creative project so do what you want! I like how there are small city-states encompassing the metros, but personally I would make the states smaller rather than larger. I think one should be able to easily drive to one's own state capitol. I'm from CA and driving 8 hours whenever people were putting on protests at the capitol wasn't feasible for me or the southern half of the state.
