It's quite the psychological trick they've got going here: you turn normal people into "the other" by obscuring their faces and appearance (clothing, etc.). Throw in some unfamiliar bits of baggage and equipment and you have "aliens" invading your familiar spaces, thus generating a subconscious, primal fear of "the other."
