You don't have to be an Indian citizen or have committed the crime on Indian soil to orchestrate a terrorist attack in the country. This is why it's worded like that

makes sense.

however because of wording like this we get cases like Assange.

:sigh: the nineties really were a more innocent time...when the thought of extraditing and indicting a journalist for journalism was unthinkable in the west...
