what statute was violated in taking a picture of someone in a public place? is it now illegal to photograph kids? I know it is suspect, but where will the witch hunt stop?

The freaks need to be taken out. Filming is fine, but accomplishes…not enough.
A: Walmart is not public property, and they are not required to permit you on the premises, as the pedo in the video would have gloated about when the masking requirements were first rolling around in 2020.
B: Taking pictures of minors and scurrying away like a rat when you get called out on it makes you look like a massive pedophile.
C: He wasn't deprived of any rights during the video, shopping at Walmart isn't a right, having an untarnished reputation isn't a right, and taking pictures of minors in private businesses certainly isn't a right.

C, not so sure about. you report it to walmart security and they put him on notice of trespass, correct thing to do. while it also isnt right to take pictures of minors in businesses, question is, is it illegal? there would need be a communication from walmart to the general public where they ban photography and videography on their premises. until told otherwise, I dont know of any law forbidding such behavior.
Singling out a child without parents permission. I did one time for painting without permission at Skagit Valley tulip festival but then found out it was illegal without permission unless it was a group. Same goes for using detailed faces without permission unless made vague or as a group .
