I don’t think the ability to even make such a thing official was conceived of let alone implemented when the National Guard was officially created.

The move reeks of ultimately whining and bitching by career desk jockeys in the Pentagon. Who knows perhaps they’ll make “Official” shit up on the fly. Or maybe it will ultimately turn out to be impotent bitching.
