I would guess that the Placebo and Saline versions were sent out to areas in mostly Blue districts where there is high donor $$$$ for DNC candidates....the really bad vaxxes were most likely sent to red states that would give patients a choice to either get pinched or opt out....another reason they are not mandating at the southern border...they want TX to be wiped out with infections from far worse 3rd world shitholes...like Haiti
