That's the POW/MIA flag honoring soldiers who were captured and never made it home.
Am I missing something or are we just looking at the POW-MIA flag and the US Flag?

There are so many of these on my street and in my town. All gave some and some gave all.
Looks like the MIA/POW flag.
There two separate flagpoles, one directly behind the other, flying the same flags on each: an American flag and a pow/mia flag.
Flags on the pole behind are slightly darker due to some shadow.
Ok it was the black flag I was trying to identify. There is a mirror in the background.
