Interesting number to use, given that the minimum would be 18

"a dozen in 1994" = 12, "twice in one day on three separate occasions" = 6

12 + 6 = 18

Yeah, they could have said at least 15 times or over a dozen or nearly half a dozen... they chose "at least 17". Very interesting.
