The fuel tanks are in Pearl harbor but a little bit up the hill. They are used for the aircraft carriers that stop in Pearl harbor and the ships stationed there. They contain jet fuel, diesel, and fuel oil for the ships and planes. Those are the facilities that the Japanese forgot to hit when they bombed Pearl harbor.
