It is very unlikely that 11.3 is a date. 11.3 more than likely refers to section 11.3 in the DoD Law of War Manual (available online). I don't think the date has been revealed.

Or both, but yeah I know the drill. I personally think most markers serve multi-purposes, and it is apparent we have a few years to go on this, and we also know it is a dynamic situation, so any dates can change.
