If we assume Trump had a deliberate reason for enacting them, then the explanation for their continued existence is a binary one:

Either the Biden Administration is powerless to touch them, or...

They are meaningless.

If they serve no purpose, then what would be gained by their deliberate activation by Trump?

At the end of the day, which is more likely to be playing chess and who's playing checkers?

My money's on the guy who literally wrote the book on strategy, negotiation and outmaneuvering your competition.

The Biden Administration* not acting on the Devolution framework EOs, either overtly or to attempt to derail does not preclude the premise that they are impotent to do anything about what is already in motion.
