Can someone explain changing to inactive then back to active shows cheating? I'm a bit slow.

If I understand it correctly, they took voters that should have been purged (e.g. dead, hadnt voted in X times per law, no longer a resident, etc) and inactivated them.

Then they came back and added voters that exactly matched the demographics of those that were removed, a mathematical probability so minute as to be practically impossible. If two whites, two blacks, and an Indian were purged, then two whites, two blacks, and an Indian were registered.
