I'm guessing they know this vaccine doesn't work.

Of course, it doesn't work. Ther is no reason for it to work.

But that's not why they do it. They would make up some other excuse to constantly change things. The excuse does not matter. They want to induce psychosis in people so they can gain control over the mind.

Recognize it for what it is, and talk to people about the truth.
