When you see the generals around, it means they're planning. When you don't see them around, it means they're executing the plans. People think the opposite is true, but it isn't. I've worked enough military ops to know what I see when I see it. Sometimes, they'll be visible while they execute plans, i.e. pressers, court, congressional hearings, but mostly, when they "disappear" like this, it's because they're busy working.
