It's all about the money. If they fail kids then the kids drop out. The screwall system gets money from the Feral Gubment for each student that shows up each day. The more kids in the baby sitting institution the more money the screwall system gets. Make screwall a happy fun place and the kids will come and the money stream will remain uninterrupted. While you are at it, bring in thousands illegal alien kids for even more federal dollars.
