You think it’s targeted at the devolution side of the DNI? Honestly, that was my best guess after reading through it.
Whatever else it does, it in effect end runs Trumps EO. As per 3a1, it stays in effect, avoiding the SC, but they take full control, and everything goes through their people. I haven't a clue why people are thinking this is a "white hat" move.
That kinda makes sense. Maybe it’s too little too late and the damage has been done? Everything would have already been fed to the Military anyway.
It gets worse. Trumps EO was hijacked and defanged...and, ...replaced with a TOC def that makes just about every air-breather on the planet a potential target of an international police control structure headed by them, that in effect claims ownership of all resources.
