On average (according to a study done in 2011) there's only about 1,000 sealed cases shuffling around at any given time per year. Being unsealed....replaced by new sealed cases, etc.
Even if that number had tripled and was allowed to pile up, unsealed, since October 30, 2017 we'd only be seeing 12,000 sealed cases.
So it sounds like you're saying that before Trump was elected the number was small, at least compared to now, and since Trump the number has jump dramatically, like 2 orders of magnitude. Has Q talked about the build up of sealed cases?

Yes - the Q team requested that we track sealed indictments. Everyone was shocked when the number grew to 20,000. Even more astounded when it hit 40K. This is just massive.
