Don't expect mass arrests to start happening soon. There's no place to hold the thousands of prisoners yet. There's major construction underway at Gitmo that won't be finished for a year.
Werent several massive ships repurposed to hold prisoners and are sitting outside of gitmo?
Also there has been a huge number of flights to the island next to gitmo, the island where executions are carried out.
Their trials will be historic events televised to the world. They need many modern courtrooms to accommodate cameras, reporters, witnesses, staff, etc. The public deserves to witness it as much as the criminals deserve hanging.
They already have all of that in place, and the contracts rewarded to film were prepared years ago.
