I'm pretty sure the story went that Larry fought for the insurance to cover each building prior to 9/11 and to be sure it would treat separate incidences as separate claims so he could double dip. there was apparently evidence he had to know what was scheduled for the towers. the only way any insurance company would take it on was with other insurance companies underwriting the policy together thereby splitting the risk.
and Marvin Bush was conveniently hired to handle full security for the twin towers just months before 9/11. good ol Marvin also ran security at Logan airport where a couple of the 9/11 planes allegedly flew out of
I tried to find the original article where I saw that. There was a court case in 2004 but it looks as if he lost out later on only getting $5 billion. Various figures from $1.1 billion to $7 billion have been mentioned - so he did not do too badly.

The story I heard was that the judge in the case deciding whether two payouts were necessary went to the same synagogue as Silverstein.
