A license to serve the public doesn't mean you have to serve everyone. There are protected classes of people and last time I checked, vaccination status wasn't one of them, unfortunately.
No. It protects qualified individuals with disabilities. You have to 1) be disabled and 2) have a disability that qualifies. Not being vaccinated is neither and does not qualify.
