That's ridiculous to make such an argument. It's obvious by context it means new and different from what came before. That was a novel approach to the problem, at one point cell phones are a novel technology, what a novel idea one had. English always can have multiple meanings for a word spelled the same with meaning inferred from context. It doesn't come down to the Deep State using the same word for new and different as some hidden meaning for a fictional story.
