As someone who was on my unit's chem/bio/hazmat team for a couple years while in the Army, I have brought up this exact issue in a school board meeting and to our city council at the beginning when they tried to bring in mask mandate policies.

They both of course could and would never answer such questions however because they know, like I did, that the PPE they wanted people to wear were not even proper PPE in the first place and they also couldnt dare waste money on correct disposal (and training for handling of) equipment when they werent even requiring proper PPE and even anyone to facilitate classes/lessons on proper donning and doffing measures.
