You are literally talking about the difference between education and intelligence.

You can be very educated and also unintelligent -- though intelligence does aid in this -- and very intelligent but un- or undereducated.

A lot of people in positions are well educated, by necessity. But an intelligence check is harder to measure as even many IQ tests can be studied for.
